Traditional Anime-Style 20-30 Second Animation Loop

I’m seeking a talented animator (or animators) to concretize a 20 to 25-second hand-drawn animation loop idea that I’ve drafted up. Eventually, I plan on uploading this animation to YouTube as a video accompaniment for a 30-45 minute playlist of “lofi”-themed music, produced by me.

I’m looking to bring this image to life by way of traditional, hand-drawn, Japanese anime-esque animation style and/or an overall “lush” aesthetic that is akin to the popular “lofi” genre of YouTube content.

The image depicts a scene in which a character (small in terms of stature and size) is sitting on a swing bench near a beach shore, watching a sunset. There is a palm tree on the beach shore as well. Additionally, the scene in this image also features a monarch butterfly and a dragonfly. The specific aspects of this image that I wish to animate and “bring to life” include the following:

- Glistening water (continuous animation loop)
- Waves lapping on the shore (continuous animation loop)
- Palm tree branches gently "swaying" in the wind (continuous animation loop)
- Character viewing sunset lightly swinging on swing bench (continuous animation loop)
- Monarch butterfly entering and exiting scene (occurs once every 15 or so seconds, isolated from dragonfly)
- Dragonfly entering and exiting scene (occurs once every 15 or so seconds, isolated from monarch butterfly)
