Anime Artist and Live Action Editor

Looking for a skilled anime artist that can turn a live-action interview video into Japanese Anime. All of the video does not need to be animated, but certain parts will consist of animation. It is a basic filmed sit down interview, so would likely be animating the host and person speaking.

Just to give you more detail of what the animated portions of the video would consist of:

Animate version of the live action interview taking place between two people (the video will be constantly transitioning from real life back to anime)

Portions of the video where anime is being drawn based on what the person being interviewed is saying. For example, if one person is speaking about building large tech companies in Nigeria, then the anime that is being shown would the construction of a large tech building being built from the ground up, etc. Or if one person is speaking about Protest in America, then an anime scene of protest would appear.

Skilled in drawing natural skin tone/complexion for black and brown anime characters

Ultimately, I am looking for someone who is skilled in video editing (synching audio with visual, editing live-action video, as well as animating.
