CI/CD build pipeline with AWS CodeBuild and GitHub webhooks

Implemented a test/build/publish/deploy Docker image pipeline with Terraform, GitHub webhooks, and AWS CodeBuild.

• Integrated existing developer testing and deployment workflows. Runs the same custom in-house CLI application that the devs run locally, handling dev/prod parameterization, image tagging/publishing, and Terraform execution.
• Hardened security with assigning the minimum of AWS policies and attaching permission boundaries.
• Allowed our 60+ monorepo services to be triggered from a single webhook by building a custom webhook relay middleware with Flask and boto3 deployed as an ECS container.
