PHP+ Web Development of Existing Code and modifications (Europe, America)

Looking for PHP Coder - (with some good knowledge of HTML/CSS/Jquery) to work with a well developed existing code base, clean up some codebase and modifications * then, to add lots of incremental improvements amd enhancement4 This is for a project done by a developer (in his spare time) - then put on hold for a while - now revising the project.This is for a PHP code base that is "data driven” ie - all parameters, variables, and everything controlling the behavior of the system comes from data (in tables)
