Script is as follows:
Opening scene:
Soccer game, players and crowd. Obviously a game going on. Movement is important. Referee can be visible as they will be the center of the video.
Crowd Noises
Some cat calling from crowd “ref why didn’t you call that are you blind?”
“ref that’s off side, don’t you see that”
“are you gonna call that”
“ref you’re a beep beep beep”
SFX: Whistle blows
Game stops visuals make this obvious
Referee goes over to the crowd. They are noisy
He puts his hands up to his sides and lowers them and the crowd quietens as he says: “ I’d ask for you to be respectful and listen for a minute”
Focus on referee face: “You are here to cheer, and I need you to focus on that, there is far too much unacceptable language coming from this section and I would appreciated it if you could stop. Please let the players play, Thank you”. The crowd remains quite quiet as the referee turns and walks away. Two steps and the scene freezes.

SFX: We see the big red circle pounce on the screen and fill it. The scene freezes with the NO circle.

Narrator: “It might seem like this is the obvious thing to do, but the match official should never address the crowd. It might seem like a good idea and the obvious thing to do, but it is not. The Match Official should not address the crowd for in appropriate behaviour. The should speak to the home team coach”.
Video rolls back to 3 seconds before we saw the ref go over to the crowd. This time the video takes the ref to the “home” coach and we see the coach and a few players on the bench.
Video Referee talking to coach:
Referee: Hi coach, are you the home coach?
Coach: Uh yeah.
Referee: ok, thanks. We have some spectators who are getting a bit over exuberant. Their language is more than a little over the line. I’d like you to talk to them as I won’t be continuing the game if they don’t settle down.” Pause “if they aren’t your parents and you need the away coach to talk to them, go over together, but it needs to be dealt with”.
Coach: “I don’t really see how that is my problem”
Referee: “Well as the home coach you’re responsible for what happens with spectators on the field, so I need you to deal with it”
Coach: “And if I don’t?”
Referee: “I’m sorry but I’d have to abandon the game, and there would be multiple charges that come with that”
Coach: “So that’s the way it is?”
Referee: “Yes it is”
Coach: “Ok, but I don’t think it will help”
Referee: “Thank you for trying”
Video: We see the coach walking over to the crowd in the distance. Within 3 seconds the walk goes out of focus and we go to narration section, similar to the following
Narrator:”It’s hoped at this point that the coaches words, or the coaches words from both teams will help the crowd realize they are there to cheer, not to act inappropriately. If the effort fails the match official may abandon the game, or try and second time with the assistance of the coach. No matter what do not try to speak to the crowd your self. If you have to, abandon the game and file the appropriate Special Incident Report. The clubs will deal with their respective parents. You do not need to put up with abuse or inappropriate language. You know your own tolerance level, be sure you talk to the right people when you need to.”
NOTES: The animation does not need to meet the voice work. While it would be wonderful it is not essential. Open to many animation styles.
