PURPOSE

This RFP (Request For Proposal) seeks proposals for services related to setting up and executing a donation-based crowdfunding effort for the development of innovative technology for remotely detecting drunk drivers. Briefly, this remote DUI detector will allow the police to check vehicles for drunk drivers from the roadside and at a rate 150 times faster than currently possible.

AUDIENCE OF CROWDFUNDING CAMPAIGN

The audience for the campaign includes two groups. The first group includes those that would donate to help eliminate drunk driving for personal and possibly highly emotional reasons. For instance, family and friends of DUI victims. And of course, natural allies such as members of MADD (Mothers Against Drunk Driving) would fall into this category.

The second group consists of members of the law enforcement community and state and municipal purchasing officials) whose jobs the detector would make considerably easier.

TIMING

We expect that the campaign set up phase would take 2-3 calendar months and the campaign execution would take 4-6 weeks. A follow up phase would also take several weeks following the campaign.

We do not expect that the effort would require full time effort during all phases. Rather, we would expect 1-2 man weeks of work setting up the campaign, another man week of effort at/near campaign launch time, and another man week during the follow up. The entire effort, we believe, would require 3-4 man weeks of effort spread over the 3-4 chronological months of the effort.

BUDGET

For planning purposes, we have budgeted $5000 for this effort. Respondents are welcome to recommend reasonable adjustments to the budget with justification. In the alternative, we will consider commission-like arrangements and Respondents are encouraged to suggest such alternatives.

LOCATION

The work and personnel would need to be located in the Denver metro area while the campaign would have potentially national (if not international) scope. We currently belief that a launch party would be held in a rural/exurb area near Denver (Parker, CO for instance).

SCOPE OF SERVICES

The selected Respondent will provide all services necessary to set up and execute the crowdfunding campaign on GoFundMe (or Indiegogo or another such platform if mutually deemed beneficial). More particularly, the Respondent will

  1. Create an online presence on platforms and blogs such as Facebook, Instagram, YouTube, etc.
  2. Promote and maintain the online presence by creating and adding posts to those platforms
  3. Arrange for and schedule free publicity from appropriate journalistic outlets
  4. Provide content for those journalistic outlets
  5. Help line up supporters/helpers for the campaign
  6. Design a minimal “rewards program”
  7. Assist in setting a campaign fund raising goal
  8. Assist in creating a pre-market survey soliciting feedback on the DUI Gun for distribution via the campaign
  9. Create a campaign website on the selected crowdfunding platform
  10. Create a campaign write up and post and maintain it on the campaign website
  11. Create multimedia content for the website
  12. Schedule, arrange, and help host a campaign launch party in/near the Denver metro area
  13. Field user/donor questions and concerns during the active fund raising portion of the campaign
  14. Assist in following through on campaign promises to the donors (e.g., rewards fulfillment)
  15. Other ancillary duties

Note that “turnkey” responses meeting these requirements will enjoy better chances of selection.

NECESSARY SKILLS AND EXPERIENCE

Respondent must have substantial leadership experience on a successful crowdfunding campaign of at least $100,000. Public relationship skills and experience with successfully obtaining free publicity from the media (print, radio, television, and online) are also musts. Successful experience creating and fielding pre-market customer surveys is also required. Expert creative skills with Microsoft PowerPoint, other MS Office applications, and website development is required. Big Plus: experience marketing to states/municipalities and/or obtaining financing from Angel and Venture Capital firms!
