NECAS is a nationwide digital platform developed to manage the registration, technical documentation, and cadastral data of immovable properties across the Republic of Azerbaijan. The system allows citizens to easily obtain official property records, ownership information, and technical passports through an integrated and secure online infrastructure.
The project was initiated under the supervision of the Ministry of Economy and related government agencies to digitize and centralize property management services. NECAS ensures transparency, efficiency, and data accuracy by connecting regional cadastral offices, survey departments, and citizen service centers into a unified database.
My role as Project Manager / Product Owner involved leading the full project lifecycle — from requirements gathering and system design to development coordination, testing, and nationwide rollout. I collaborated closely with government stakeholders, software developers, and QA teams to ensure compliance with national regulations and successful implementation.
Key Achievements:
Managed a multidisciplinary team of engineers and analysts throughout the project lifecycle.
Delivered the system within scope, on time, and under budget.
Streamlined property registration and data verification processes for all regions of Azerbaijan.
Enhanced accessibility for citizens through a user-friendly digital interface.
