DEB (Real Estate Market System) is a government-commissioned digital platform developed for the State Service on Property Issues of Azerbaijan. The system provides a comprehensive view of registered land parcels and real estate transactions across the country through an interactive GIS-based map interface.

Each parcel is displayed based on official registration and validated sale–purchase agreements. The platform automatically analyzes transaction data to define geographic market zones and calculates the average, minimum, and maximum property prices for each zone. Additionally, DEB allows users to track annual price growth rates and assess investment potential for specific areas, supporting data-driven decision-making for both government institutions and private investors.

As Project Manager, I led the end-to-end delivery of the system, coordinating software developers, GIS analysts, and government stakeholders. I was responsible for planning, integration of data sources, system analytics, and ensuring the platform met national standards for transparency and accuracy.

NECAS is a nationwide digital platform developed to manage the registration, technical documentation, and cadastral data of immovable properties across the Republic of Azerbaijan. The system allows citizens to easily obtain official property records, ownership information, and technical passports through an integrated and secure online infrastructure.

The project was initiated under the supervision of the Ministry of Economy and related government agencies to digitize and centralize property management services. NECAS ensures transparency, efficiency, and data accuracy by connecting regional cadastral offices, survey departments, and citizen service centers into a unified database.

My role as Project Manager / Product Owner involved leading the full project lifecycle — from requirements gathering and system design to development coordination, testing, and nationwide rollout. I collaborated closely with government stakeholders, software developers, and QA teams to ensure compliance with national regulations and successful implementation.
