DEB (Real Estate Market System) is a government-commissioned digital platform developed for the State Service on Property Issues of Azerbaijan. The system provides a comprehensive view of registered land parcels and real estate transactions across the country through an interactive GIS-based map interface.
Each parcel is displayed based on official registration and validated sale–purchase agreements. The platform automatically analyzes transaction data to define geographic market zones and calculates the average, minimum, and maximum property prices for each zone. Additionally, DEB allows users to track annual price growth rates and assess investment potential for specific areas, supporting data-driven decision-making for both government institutions and private investors.
As Project Manager, I led the end-to-end delivery of the system, coordinating software developers, GIS analysts, and government stakeholders. I was responsible for planning, integration of data sources, system analytics, and ensuring the platform met national standards for transparency and accuracy.
Key Achievements:
Delivered a fully integrated GIS-based real estate market analysis and monitoring system.
Enabled users to assess investment potential through real-time price growth analytics.
Improved nationwide transparency and accessibility of real estate market data.
Led multi-stakeholder coordination between technical and government teams for successful deployment.
