Louisiana Works is seeking temporary IT staffing resources to support the development and implementation of administrative cost allocation methodologies, financial modeling, documentation, federal claiming, and grant-related financial reporting. The engagement will support all applicable U.S. Department of Labor (USDOL) grants, Vocational Rehabilitation (VR) grants, SNAP Employment and Training (SNAP E&T), Temporary Assistance for Needy Families (TANF), and any other federal funds awarded to Louisiana Works. Resources will assess current administrative cost structures, evaluate time-coding and cost-capture controls, develop compliant cost allocation methodologies, prepare federal claiming documentation, and support implementation across integrated workforce, employment, training, vocational rehabilitation, and assistance programs. The work will involve collaboration with Louisiana Works fiscal leadership, program staff, and other stakeholders. Resources may work onsite and remotely and will support both operational and strategic financial activities. Key responsibilities include: Assessing current funding structures, cost pools, allocation bases, coding structures, and administrative claiming processes. Identifying compliance risks and recommending corrective actions. Developing cost allocation formulas, allocation matrices, financial models, and reporting structures. Evaluating direct, indirect, shared-service, IT, fiscal, policy, management, and administrative costs. Preparing Public Assistance Cost Allocation Plan narratives, schedules, and submission packages. Supporting responses to federal questions and participating in federal review discussions. Developing implementation roadmaps, operational procedures, and transition guidance. Analyzing federal reimbursement opportunities and projected federal and state share impacts. Supporting accurate, sustainable, and audit-ready federal claiming and financial reporting. Requirements Professional experience in data analysis, financial analysis, grant administration, cost allocation, financial modeling, or program management. Knowledge of federal grant administration, administrative claiming, cost allocation, and financial reporting. Ability to interpret and apply federal and state cost principles, including 2 CFR Part 200. Knowledge of 45 CFR Part 95, Subpart E, relating to cost allocation plans. Familiarity with USDOL, Rehabilitation Services Administration (RSA), Food and Nutrition Service (FNS), TANF, SNAP E&T, and other program-specific federal guidance. Ability to develop and justify cost pools, allocation bases, allocation formulas, and financial methodologies. Experience preparing financial impact analyses and models comparing current and proposed allocation methodologies. Ability to evaluate time coding, cost-capture, reporting, and internal control procedures. Strong documentation skills, including the preparation of policies, procedures, methodology documents, schedules, and federal submission materials. Ability to identify compliance gaps and provide recommendations supported by regulatory authority and audit-ready documentation. Ability to translate business and financial requirements into reporting, coding, and system implementation guidance. Strong analytical, communication, facilitation, and stakeholder-management skills. Ability to work collaboratively with fiscal, program, IT, policy, and management teams. Ability to manage project timelines, milestones, dependencies, and deliverables. Professional accounting judgment and experience applying federal grant cost principles are required for the cost allocation and federal claiming work. Ability to work both onsite and remotely. Key Deliverables Written assessment of the current administrative cost structure, compliance risks, and corrective actions. Administrative Cost Allocation Methodology document. Allocation matrices, formulas, cost pool justifications, and reporting/coding matrix. Financial impact analysis and federal/state share projections. Draft and final Public Assistance Cost Allocation Plan submission packages. Supporting allocation schedules and federal review documentation. Implementation plan and operational transition guidance. Procedures for maintaining, monitoring, and updating the methodology. Federal Claiming Optimization Memorandum. Fiscal Impact Projection Model. Executive summary for Louisiana Works leadership. Timeline and Milestones The contractor is expected to establish a project timeline based on the actual contract execution date. Target implementation dates are July 1, 2027, and October 1, 2027, subject to timely contract execution and availability of required information. The Data Analyst will support the Louisiana Division of Administration Office of Technology Services (OTS) by analyzing cost allocation structures, documenting financial and coding processes, developing allocation methodologies, and preparing fiscal impact analyses. Key responsibilities include: Analyze the allocation of personnel, IT, policy, fiscal, and management costs. Document cost pools, allocation bases, coding structures—including work breakdown structures, cost centers, and internal orders—and program claiming processes. Identify undocumented allocation assumptions supporting current federal claims. Develop allocation formulas, distribution methods, and allocation matrices. Create a Cost Pool Reporting and Coding Matrix for tracking and reporting costs in Louisiana Works’ financial systems. Prepare allocation schedules and supporting documentation for the Public Assistance Cost Allocation Plan (PACAP) package. Build a Fiscal Impact Projection Model comparing federal and state shares under the current structure, proposed methodology, and revised federal participation rates beginning in Federal Fiscal Year 2028. Quantify the financial impact of federal rate changes beginning in FFY 2028. Identify allowable administrative costs that are not currently being claimed and estimate the annual fiscal impact of recommended changes. Validate allocation calculations after implementation. Revise models and documentation based on operational or federal feedback. Maintain detailed time records to support monthly invoices, including work performed and hours used.
