The Senior Java Full Stack Developer will support the State of Maryland’s Shared Data Platform (SDP) under the Maryland Benefits program. The role will contribute to the design, development, testing, implementation, maintenance, and optimization of enterprise applications, data services, repositories, reports, and dashboards. The SDP is a cloud-based, data-centric platform designed to support scalable data operations, self-service analytics, business intelligence, data governance, and the onboarding of state agencies. The developer will support the Data Platform–Engineering team through automation, application development, system integration, and cloud-based solutions. Design, develop, and optimize web applications and services using Java, Node.js, Angular, JavaScript, HTML, and CSS. Develop responsive user interfaces for web, mobile, and tablet environments. Integrate Angular applications with business intelligence tools such as Qlik, QuickSight, and Power BI. Design and develop RESTful web services and integrate them with MDM applications and other enterprise systems. Develop AWS Lambda services, cloud applications, and supporting technology stacks. Integrate data from relational databases, NoSQL databases, and AWS cloud services. Make complex technical and design decisions for Angular and full-stack applications. Develop application code, unit tests, flowcharts, diagrams, and technical documentation. Verify system accuracy and completeness through representative data, cycle processing, and system testing. Ensure high application performance and resolve performance-related issues. Collaborate with quality assurance teams to identify and resolve defects. Follow continuous integration, automated delivery, and deployment practices. Apply established application architecture patterns, design guidelines, and development standards. Maintain clean, readable, accurate, complete, and well-documented code. Work collaboratively with cross-functional teams, product owners, and other stakeholders. Requirements Education Bachelor’s degree from an accredited college or university in computer science, information systems, engineering, business, or a related technical discipline. Alternatively, three years of equivalent experience in a related field may be accepted. Master’s degree preferred. General Experience At least eight years of experience in software development or maintenance. At least eight years of experience designing and developing Java applications, JavaScript or Python scripts, Node.js applications, and Angular solutions. Experience working in AWS or another cloud computing environment. Experience with Node.js, React, Angular, and JavaScript MVC or MVVM frameworks. Experience developing RESTful web services and Web APIs. Experience with relational and NoSQL databases, including MongoDB and DocumentDB. Knowledge of Spring components and the Spring Framework. Experience with service-oriented architecture, service integration, EJB, REST, and security integration. Experience developing and supporting enterprise-level, multi-tenant document and content management applications. Experience with OCR, metadata indexing, search, and large-scale document or metadata migration projects. Experience tuning application performance, document uploads, and search functionality. Experience supporting performance testing using tools such as Selenium and JMeter. Strong querying and scripting skills with MongoDB and DocumentDB. Proficiency in CSS, HTML, cross-browser development, and JavaScript application build tools. Experience building distributed, multi-tier front-end and back-end applications. Experience with continuous integration and automated deployment on AWS platforms. Practical knowledge of Jenkins, Maven, and Sonar. Experience with software development life cycle processes and Agile methodologies. Specialized Experience At least five years of experience in IT systems analysis and programming. Strong project management, leadership, communication, problem-solving, and adaptability skills. Demonstrated ability to collaborate with cross-functional teams, product owners, stakeholders, and testing teams. Technical experience with data and AI/ML projects is preferred. Experience with government or public-sector projects is preferred, particularly in Data Services, MDM, R360, EDMS, Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services.
