Job Description

The Department of Natural Resources (DNR) IT Custom Application Development Section is looking to hire a Microsoft .NET Web Developer III. The role involves designing, developing, testing, implementing, and maintaining solutions for applications in a Microsoft .NET environment. The developer must provide reliable support and updates to these systems, dedicating approximately 40 hours per week to the position. Responsibilities may include new development, enhancements, and support for existing applications based on agency priorities. The candidate will work closely with team members and the DNR Application Architect Lead to ensure effective integration among information systems and the IT infrastructure, which may involve third-party technologies. Staying updated on technological advancements to improve solutions in alignment with industry standards and emerging business requirements is essential.

Requirements

The ideal candidate must have proven work experience in application development, user interface development for custom applications, and database development. The following skillsets and experiences are required:

• Advanced application development skillsets including analysis and development within the Microsoft .NET Framework (8+ years).
• Coding experience in .NET framework, VB.Net, MVC including C#, JavaScript, and Bootstrap (8+ years).
• Experience in application security methods for custom applications (6+ years).
• Experience with SSRS/Power BI for developing reports.
• Experience creating web APIs.
• Experience coding applications in Angular.
• Experience developing applications with Oracle databases, including writing stored procedures and SQL (8+ years).
• Experience working with Azure DevOps for repositories, version control, and deployments (4+ years).
• Experience using Visual Studio.
• Experience in testing tasks such as identifying test scenarios and documenting test results.
• Knowledge of the Systems Development Lifecycle (SDLC) and IT Best Practices.
• Experience in debugging and resolving technical issues.
• Familiarity with Agile/Scrum methodologies for project completion.
• Excellent communication skills for technical documentation and collaboration (both written and verbal).
• Adequate understanding of IT Infrastructure and Accessibility standards.
• Excellent time management, organizational, planning skills, and customer service abilities.

Preferred Skills

• Experience working at DNR or other government agencies.
• Familiarity with Microsoft Suite (SharePoint, Teams, Word, Excel).
• Experience with GIS and Esri JavaScript APIs.

Job Duties

The developer will work under the direction of DNR IT supervisors, application architects, project managers, and leads. Responsibilities include:

• Orienting to current applications by reviewing code and understanding business needs.
• Identifying solutions and collaborating with team members.
• Coding applications according to DNR standards while adhering to security guidelines.
• Providing maintenance and support for applications, including troubleshooting.
• Executing unit and integration testing, documenting results, and managing code using Azure DevOps.
• Deploying web applications, batch jobs, and reports as necessary.
• Staying updated on project status and participating in stand-up meetings.
• Maintaining the backend Oracle database and writing necessary SQL queries.
• Creating and updating project documentation.
• Submitting timesheets and status reports accurately.

Additional Information

The position requires adherence to both State of Wisconsin and DNR policies regarding technology, access, and security. Regular work hours are established between 7:00 AM and 5:30 PM, and availability for after-hours deployments is expected. Candidates must have reliable, high-speed internet at their own expense if working remotely. State holidays are not compensated unless outlined in the work agreement, with no overtime or weekend differentials offered. Equipment must be returned at the end of the contract, and any damage or issues with shipping will be the supplier’s expense.
