Build bilingual website for legal clinic

I am launching the University Legal Clinic of the French master’s program in Bucharest, which is affiliated with Université Paris 1 Panthéon-Sorbonne and Universitatea din București. I require a professional, elegant, and academic WordPress website consisting of 7-8 pages, including a password-protected ‘Interviews’ section for hosting embedded videos. The website needs to be bilingual (FR/EN and Romanian), using Polylang or WPML, and have a clean, responsive design in a blue, white, grey, and green palette. Content such as logos, texts, and photos will be provided. The site should feature a contact form, embedded map, PDF downloads, and be SEO-friendly, secure (SSL), and GDPR compliant. If possible, I would also like assistance with hosting and domain setup. Example academic or association websites, information on estimated delivery time, and confirmation of bilingual capability are appreciated. Delivery deadline: within 30-35 days. Technical requirements include using WordPress CMS with themes like Astra, Neve, or GeneratePress, relevant plugins (Polylang, Contact Form 7, Yoast SEO, CookieYes, Really Simple SSL), a password-protected Interviews page using native WordPress features, video hosting via Cloudflare Stream or Vimeo Plus, and no user registration.

Project Overview:
Purpose: Official website of the Legal Clinic of the Master in International and European Business Law and Global Governance at Université Paris 1, hosted in Bucharest.
Goal: Present the Clinic’s activities, teams, and publications, while offering a password-protected multimedia resource space.
Target audience: Students, academics, institutions, francophone partners, and international collaborators.
Deadline: 30 days maximum.
Languages: French (primary), English, and Romanian.
Visual identity: Elegant, sober, academic — dominant colors: navy blue, white, soft grey, <red wine>.
Type of site: WordPress showcase site with a password-protected section.
Password functionality: The “Interviews / Protected Resources” page should be accessible via a single shared password; no account creation required.
Design & Style:
We are looking for a polished, high-end aesthetic similar to Squarespace sites, emphasizing clean typography, modern layouts, and smooth navigation.

Budget range:
Simple project - I just got elected few hours ago so i didnt receive yet my allowance. For the moment i can only go up to 250€ in order to be precautious. And i truly dont want to underestimate your work worth, so i’ll wait to receive my budget. And if you think we can still do something more simple to go to 200/250 let me know
