Job Description

The Application Development Analyst will be responsible for designing, developing, and maintaining Oracle-based financial applications. Key responsibilities include supporting integration efforts with the Florida PALM and FLAIR systems, as well as ensuring the applications align with State of Florida accounting practices. The role requires collaboration with business and technical teams to gather requirements, develop PL/SQL scripts, stored procedures, and database packages, and ensure compliance with PCI and security standards. Additionally, the analyst will oversee application performance, security, and adherence to regulatory standards.

Requirements

To succeed in this role, the candidate must have the following qualifications:

Minimum Qualifications:

  • 5+ years of experience in application development using Oracle Forms, Oracle APEX, and PL/SQL.
  • Experience with Oracle Database development, performance tuning, and troubleshooting.
  • Proficiency in Oracle Fusion Middleware components (e.g., WebLogic Server, Oracle HTTP Server).
  • Experience integrating applications with enterprise financial systems such as Florida PALM and FLAIR.
  • Knowledge of State of Florida accounting practices from a technical implementation perspective.
  • Demonstrated experience ensuring PCI compliance in application development.
  • Strong written and verbal communication skills.

Preferred Experience:

  • Knowledge of the Florida Accounting Information Resource (FLAIR) or Florida PALM.
  • Experience with Oracle REST Data Services (ORDS).
  • Familiarity with Agile development methodologies.
  • Experience with version control systems and CI/CD pipelines.
  • Knowledge of application and data security best practices.
  • Experience working in a government or public sector environment.

Educational Qualifications:

  • Bachelor’s or master’s degree in computer science, Information Systems, or another related field, or equivalent work experience.
  • Oracle certifications (e.g., Oracle PL/SQL Developer Certified Associate, Oracle APEX Developer, Oracle Middleware certifications) are preferred.

Contractor Responsibilities

The Application Development Analyst will perform the following tasks:

  • Design, develop, test, and deploy Oracle Forms and APEX applications.
  • Write and maintain PL/SQL scripts, stored procedures, and triggers.
  • Support and maintain Oracle database objects and schemas.
  • Configure and manage Oracle Fusion Middleware components.
  • Provide technical support for application issues and enhancements.
  • Participate in integration efforts with Florida PALM and FLAIR systems.
  • Perform Extract, Transform, and Load (ETL) operations between internal and external systems.
  • Ensure data integrity and reliability through quality checks and error handling.
  • Support scheduled and on-demand ETL processes as needed.
  • Coach, mentor, and train OATS team members and other FDACS staff.
  • Create and maintain technical documentation and Standard Operating Procedures (SOPs).
  • Attend project meetings and provide regular status updates.
  • Submit weekly project reports and time sheets.

Additional Information

Pay: $77,638.28 - $93,499.87 per year
