Quincy City Council Cartoon Brief

There is a Youtube video of a city council meeting that is too long to watch. It’s boring. We have a vision to condense the video down from about 2.5 hours to 20-30 min. So we are looking for someone to find the key topics, discussions, decisions, and all of the awkward moments and condense it down to a shorter more manageable clip. In addition to this we would like to have the video animated in a low-quality, South Park-esque fashion. I would like to retain the original audio however. If successful I’d like to make this into a series and do this monthly. I’d like to start with March: I am open to AI tools if it helps drive down costs

About the client
I am someone who is passionate about my city politics but I find the meetings so boring. I’d like to bring a more fun and bite-sized video to my fellow Quincy residents that makes the videos more fun to watch and still gets the key points across. I am new to this and don’t really know what to budget so please help me out there. If there are AI tools to help drive down cost I would be open to us using those.
