Job Description
This is a remote position. The Maryland Department of Health (MDH) is modernizing its Medicaid Enterprise System (MES) through the MMIS Modular Transformation (MMT) Program, which involves replacing the legacy mainframe MMIS with independently certified modules. The integration layer, including the enterprise service bus (ESB), APIs, and messaging, is essential for maintaining secure, reliable, and compliant communications across these modules and external partners. The role of the Integration Developer includes sustaining current Fuse-based integrations and migrating them to a supported, container-based platform. The ideal candidate must be an excellent communicator, tactful diplomat, problem solver, and an innovative thinker who can comprehend and address customer and business needs in a rapidly changing environment.
Duties/Responsibilities
- Support the MMT Program’s enterprise integration, ESB, and modernization work.
- Design, develop, test, and support integration services and message routes on the JBoss / Red Hat Fuse ESB using Apache Camel.
- Plan and execute the migration of existing Fuse 7/Apache Karaf integrations to the Red Hat build of Apache Camel on Quarkus or Spring Boot, deployed to OpenShift/Kubernetes.
- Build and maintain RESTful and SOAP web services, HL7/FHIR healthcare interfaces, and X12 EDI transactions.
- Apply Enterprise Integration Patterns, data transformation and mapping, and event-driven messaging.
- Translate business context into integration designs and technical requirements for MDH stakeholders.
- Build and maintain CI/CD pipelines and automated tests; manage configuration and environment promotion.
- Monitor, troubleshoot, and resolve production integration issues; participate in incident response.
- Produce interface control documents and collaborate with module vendors to ensure interoperability.
Requirements
Education:
A Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems, Engineering, Business, or a related technical discipline is required. A Master’s Degree is preferred.
Minimum Qualifications:
- At least 7 years of hands-on experience as an integration developer.
- At least 3 years of experience with JBoss / Red Hat Fuse ESB and Apache Camel.
- Experience migrating Fuse/Apache Karaf integrations to Apache Camel on Quarkus or Spring Boot.
- Strong shell scripting (Bash) and Linux skills, with knowledge of Enterprise Integration Patterns.
- Hands-on experience with containerization and orchestration (OpenShift/Kubernetes, Docker) and DevOps tooling.
- At least 2 years of experience with a competing integration platform (e.g., MuleSoft, IBM App Connect, Oracle SOA).
General Experience:
- Extensive experience with integration and data-transformation solutions (XML, XSLT, JSON, X12 EDI).
- At least 5 years of experience developing and consuming APIs (RESTful and SOAP); HL7/FHIR preferred.
- Working knowledge of message-oriented middleware and event streaming.
- Knowledge of the Spring Framework/Spring Boot and/or Quarkus runtimes.
- Experience with cloud platforms and services.
Preferred Qualifications:
- Experience in the Health & Human Services/Medicaid domain.
- AWS Certified Solutions Architect (Associate) certification.
- Red Hat Certified Specialist in Camel Development or equivalent certification.
- Knowledge of HIPAA EDI and HL7/FHIR standards.
- Familiarity with CMS MITA and modular certification.
