Job Description

The Teachers’ Retirement System of Oklahoma (TRS) is launching a multi-year modernization initiative to replace outdated legacy systems, specifically fully retiring the ALICE platform, and transitioning to a unified, cloud-native environment. This effort focuses on developing MyPAS 3.0, a modern Azure-hosted pension administration system that integrates with MyTRS and MyERS. TRS serves over 210,000 employees and retirees from various educational institutions, making it the largest of Oklahoma’s six state pension systems.

This modernization addresses longstanding issues such as fragmented workflows, manual processes, limited scalability, and stability challenges within legacy technologies. The initiative aims to implement a modern technology stack, including Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management and process automation solution to enhance operations.

Current state updates indicate that legacy systems transitioned to Azure cloud in May 2024, with a member portal modernization expected by July 2025. The project charter and Software Development Life Cycle (SDLC) are in practice, with the environment for modern applications nearing completion. Expected outcomes include improved performance, scalability, security, user satisfaction, and reduced maintenance costs.

Requirements

Candidates should meet the following requirements:

• Knowledge of modern application development frameworks, programming languages, and secure coding practices.
• Familiarity with software development lifecycle (SDLC) methodologies, including Agile.
• Understanding of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition.
• Knowledge of TRS business rules related to the Pension Software System.
• Familiarity with legacy systems architecture and integration points.
• Proven skills in application development, including coding, unit testing, documentation, and code reviews.
• Experience in developing, enhancing, and maintaining application components to meet functional and technical requirements.
• Ability to create actionable user stories and maintain a prioritized backlog.
• Experience in developing APIs, system interfaces, and automation workflows.
• Capability to deliver high-quality work with minimal defects and translate technical specifications into maintainable software.
• Proven skills in effective collaboration with technical staff, analysts, testers, and project managers.
• Ability to manage multiple development tasks and meet deadlines.
• Strong communication skills, able to clearly convey complex concepts to both technical and non-technical audiences.
