This assignment is for the maintenance, support, and development of core DMV business systems supporting drivers and vehicles. The position entails working with a client-server system utilizing COBOL for the back end and .NET for the human interface. As a Senior Programmer / Team Lead, the role supports the Phoenix system and includes duties such as analyzing tickets for system modifications, partnering with business units for specifications, and providing production support.

Requirements

Education and Certifications:

• Bachelor’s Degree in Computer Science or a closely related discipline with 10 years of experience. Experience in a government agency environment is extremely helpful.
• Visual COBOL technical certifications

Required Skills:

• 10+ years of experience with Visual and/or Micro Focus COBOL
• 1+ year of experience with Visual COBOL V9
• 10+ years of experience with computer system analysis, design, coding, testing, debugging, and implementation techniques for developing or modifying systems
• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment
• 10+ years of experience leading a technical software development team
• 10+ years of experience coding and testing complex COBOL-based business systems in an Oracle SQL database
• 10+ years of Level 3 (L3) production support experience
• 10+ years of experience interacting with business units for specifications and ensuring delivery of functionality

Preferred Skills:

• Experience with Oracle 19+ and SQL
• Familiarity with Microsoft Visual Studio .NET and C# development environments
• Experience working in a governmental environment

Additional Skills:

• Experience mentoring and guiding less experienced colleagues
• Proven ability to communicate effectively with users, vendors, staff, and management
• Ability to plan, define, lead, direct, instruct, and review project work

Additional Information

Candidate MUST be a CURRENT SC, NC, or GA Resident and be willing to relocate to SC at least 5 business days prior to the start date at their own expense. The selected candidate must complete fingerprinting prior to starting work.
