Job Description
Our client, the Land & Resources Cluster within the Ontario Public Service, is seeking an experienced Senior UX Designer to support the development of the Common Compliance Management Platform (CCMP). The CCMP is an enterprise initiative designed to modernize and standardize regulatory compliance services across Ontario’s regulatory ministries. The platform will support a more integrated, scalable, modular, and user-centered approach to services such as licensing, inspections, monitoring, investigations, and enforcement.
The successful candidate will serve as a senior UX subject matter expert and lead end-to-end user experience design activities. This includes conducting user research, facilitating stakeholder engagement, developing service design artifacts, creating accessible digital experiences, and collaborating with Agile delivery teams to ensure user and business needs are incorporated throughout the product lifecycle.
Requirements
Mandatory Skills and Experience
UX Research and Design
- 5+ years of experience leading human-centered UX research and design for complex digital products and services.
- Demonstrated experience planning and conducting user research, including:
- User interviews
- Workshops
- Surveys
- Usability testing
- Stakeholder consultations
- Proven ability to translate research findings into actionable design recommendations that support improved usability, accessibility, and measurable service outcomes.
- Proven experience leading end-to-end UX design activities from discovery through delivery.
- Strong experience creating:
- Personas
- User journeys
- Service blueprints
- Information architecture
- User flows
- Wireframes
- Mock-ups
- Interactive prototypes
- Experience designing solutions aligned with the Ontario Design System and accessibility requirements.
- Experience establishing and applying UX metrics, performance measures, and continuous validation practices.
Service Design and Accessibility
- 3+ years of experience in Service Design and Digital Product Delivery.
- Demonstrated experience applying human-centered and evidence-based design methodologies to solve complex business and user experience challenges.
- Hands-on experience developing and iterating wireframes, prototypes, and proof-of-concepts using Figma or equivalent UX design tools.
- Demonstrated knowledge and practical experience implementing accessibility standards, including:
- AODA
- WCAG
- Experience supporting product and service design through:
- User-centered design methodologies
- Journey mapping
- Prototyping
- Usability testing
- Design validation
- Experience contributing to UX strategies, service standards, and digital experience improvements across multiple user groups and business domains.
Stakeholder Engagement and Communication
- Strong analytical, problem-solving, facilitation, and decision-making skills.
- Ability to clearly communicate complex UX concepts to both technical and non-technical audiences.
- Proven experience leading stakeholder workshops and gathering requirements.
- Demonstrated ability to build consensus and manage competing priorities across diverse stakeholder groups.
- Experience providing strategic advice, reporting, and recommendations to project teams, business stakeholders, and senior leadership.
Agile and Digital Delivery
- Experience working in Agile, Scrum, Lean, or DevOps environments.
- Experience with:
- User stories
- Sprint planning
- Backlog refinement
- User acceptance activities
- Proven experience collaborating with cross-functional teams throughout the full product lifecycle.
- Hands-on experience with Azure DevOps or similar Agile delivery and work management tools.
- Experience supporting public sector, government, or large-scale digital transformation initiatives.
- Knowledge and experience applying digital service standards.
Additional Information
Contract Duration: September 17, 2026 to March 31, 2027 with the possibility of up to 1 extension term.

Work Arrangement: 100% Onsite – 5 days per week
Preferred Candidate Profile: The ideal candidate is a strategic and hands-on Senior UX Designer with strong experience delivering complex, enterprise-level digital products. The candidate should be comfortable leading research and design activities independently while working collaboratively with product owners, business stakeholders, architects, developers, and senior leadership.
Candidates with experience supporting Ontario Public Service, public sector, government modernization, regulatory services, enterprise platforms, or large-scale digital transformation initiatives will be highly valued.
