Job Description

The Government of Ontario is seeking an experienced Senior Software Developer to support its Land & Resources Cluster. The successful candidate will be responsible for designing, developing, integrating, testing, deploying, and maintaining enterprise applications and services, with potential involvement in projects related to Bill 5 – Protect Ontario by Unleashing Our Economy Act 2025. This role requires a full onsite commitment at 40 St. Clair Ave. W, Toronto, five days per week, and is contracted from October 15, 2026, to March 31, 2027.

Key Responsibilities

• Translate technical specifications into functional applications.
• Develop detailed programming specifications and technical designs.
• Write, debug, and maintain application code.
• Develop and maintain enterprise Java/JEE applications.
• Design and develop web applications, APIs, microservices, and distributed systems.
• Develop RESTful and SOAP-based web services.
• Work with various programming and database technologies, including Java, Spring Boot, Oracle, etc.
• Troubleshoot technical problems and ensure alignment with Ontario Government IT standards.
• Conduct tests and prepare deployment packages while working in Agile/Scrum environments.
• Collaborate with stakeholders and maintain appropriate documentation.
• Manage multiple priorities in a fast-paced environment.

Requirements

Mandatory Experience & Skill Requirements

• Core Software Development: 10+ years of comprehensive experience across the Software Development Life Cycle (SDLC).
• IBM Technologies: Experience with IBM WebSphere, Liberty, Business Automation Workflow, and Operational Decision Manager.
• Cloud & DevOps: Proficient with Microsoft Azure Cloud and Azure DevOps, including CI/CD pipelines and Docker.
• Database & PL/SQL: Strong experience with Oracle database and PL/SQL.
• OpenText Content Management: Experience in maintaining content metadata.
• Accessibility & Government Standards: Familiarity with AODA-compliant development and Ontario Government IT standards (GO-ITS 54).
• Public Sector Experience: Relevant experience in public-sector projects, particularly in Ontario.
• Testing & Quality Assurance: Background in various testing methodologies, including unit and load testing.
• Agile, Scrum & Delivery: Experience in Agile methodologies and project delivery.
• Documentation: Proficient in creating and maintaining technical documentation.

Minimum Experience

• 10+ years of experience in JEE component design and development.
• Extensive full-SDLC experience and enterprise application development.
• Ability to troubleshoot complex technical issues effectively.

• Application Modeling: Rational Software Architect v8.0.
• Application Servers: IBM WebSphere, Business Automation Workflow, Liberty, Operational Decision Manager.

• Testing & Security Tools: IBM AppScan, Selenium, Azure DevOps Test Plans.
