Job Description

The System Software Programmer (Full-Stack Developer) will support the migration, modernization, and upgrading of critical Human Resources, financial, and administrative systems to agency-standard platforms. Responsibilities include designing, developing, implementing, and maintaining scalable applications using the Angular framework, supporting backend integrations, and applying DevOps practices for secure, reliable software delivery. The role requires collaboration with HR, IT, Finance, and other technical teams to translate business and technical requirements into effective system solutions while ensuring adherence to industry best practices, security standards, and regulations.

Responsibilities

Application Development and System Support

• Develop, enhance, and maintain financial and administrative applications using Angular.
• Understand existing system architectures and dependencies.
• Identify technical gaps and opportunities for modernization within legacy systems.
• Implement scalable and maintainable software solutions, supporting the software development lifecycle.

DevOps Testing and Implementation

• Develop and maintain CI/CD pipelines for automated processes.
• Conduct various types of testing to ensure code quality.
• Support system upgrades and collaborate with infrastructure teams.

Technical Documentation and Knowledge Sharing

• Create and maintain comprehensive documentation for applications and integrations.
• Document coding standards and development best practices.

Data Integrity Reporting and Integration Support

• Ensure data accuracy and integrity across systems.
• Troubleshoot data inconsistencies and improve system performance.

System Optimization and Modernization

• Refactor legacy code and automate manual workflows for efficiency.
• Collaborate with various teams to understand functional needs.

Project Participation and Cross-Team Collaboration

• Contribute technical expertise to project plans and development schedules.
• Participate in Agile development and track work items.

Collaboration, Communication, and Security

• Ensure applications align with business requirements and security standards.
• Support data classification and protection initiatives.

Requirements

Education and Certifications

• Bachelor’s or Master’s Degree in a relevant field or equivalent work experience.

Required Skills

• 3+ years of experience refactoring legacy code.
• 3+ years of experience with enterprise-level system modernization.
• 3+ years of state or federal government experience.
• 3+ years of experience developing with PrimeNG, TypeScript, JavaScript, HTML, and CSS.
• 3+ years of experience with ASP.NET Core and C# for RESTful APIs.
• 3+ years of experience with Microsoft SQL Server.
• 3+ years of DevOps experience (CI/CD, automated builds).
• 5+ years of system testing experience.
• 3+ years of experience in technical documentation.
• Familiarity with data privacy and information-security standards.

Preferred Skills

• Experience with Power BI or data pipelines for reporting.
• Familiarity with cloud technologies like Microsoft Azure.
• Experience with SharePoint or similar content-management platforms.

Contract and Other Information

Contract Duration: 12 Months

Location: 400 Otarre Parkway, Cayce, South Carolina, USA, 29033

Candidates must be CURRENT Residents within the Eastern Time Zone; no relocation is allowed. Relocation to South Carolina is NOT required.
