Job Description
The Ontario Ministry of Solicitor General’s Justice Technology Services (JTS) is seeking a Senior Software Developer to support and maintain existing web applications and develop new web-based initiatives. The role requires extensive experience with GeoTalent, the TP Macro Language and TP environment, as well as enterprise-level .NET technologies.
The successful candidate will design, develop, test, debug, implement, document and maintain applications. They will build front-end web functionality and back-end administrative console features within GeoTalent, develop Learning Management System (LMS) modules, and deliver enterprise applications using ASP.NET Core, C#, Blazor Server, Razor, LINQ, Entity Framework and Microsoft SQL Server.
Key responsibilities include:
- Translate technical specifications into working, tested applications and develop detailed programming specifications.
- Design, develop, modify, compile, test, debug, document and maintain software applications.
- Develop and maintain GeoTalent applications using the TP Macro Language and TP environment.
- Support existing web applications and develop new web-based initiatives.
- Design and implement enterprise-level .NET applications and database solutions.
- Create and optimize SQL queries, stored procedures, views, scripts and data models.
- Perform technical analysis of application design, architecture, integration and implementation.
- Troubleshoot issues related to software implementation, operation, conversion and migration.
- Participate throughout the Software Development Life Cycle (SDLC), including quality assurance activities.
- Conduct design walkthroughs and contribute to technical solution reviews.
- Provide post-implementation support and resolve application issues.
- Prepare technical, user and system documentation and participate in knowledge-transfer activities.
- Collaborate with IT professionals, project teams, business stakeholders and subject matter experts.
- Follow structured development methodologies and meet project deadlines while maintaining quality standards.
- Ensure solutions comply with accessibility requirements, including AODA.
Requirements
Mandatory Qualifications and Technical Skills
- GeoTalent: At least 10 years of hands-on experience with GeoTalent and its development environment, including the TP Macro Language and TP environment.
- Demonstrated experience designing and implementing GeoTalent solutions, including front-end web features and back-end administrative console functionality.
- Experience designing, building and delivering Learning Management System modules using the TP Macro Language and TP environment.
- Experience performing technical analysis of solution design and architecture within GeoTalent.
- .NET development: At least 8 years of .NET experience, with 10+ years required for enterprise-level criteria.
- Strong experience with C#, ASP.NET Core and .NET 6 or later, Blazor Server, Razor syntax, LINQ and Entity Framework.
- Experience developing enterprise-level .NET applications using loosely coupled components and n-tier architecture.
- Database development: Strong database and data-modelling skills, including complex SQL queries, stored procedures, views, scripts and information retrieval.
- Experience with Microsoft SQL Server 2019 or later and SQL Server Management Studio (SSMS).
- Experience developing database and backup scripts, testing reports, and validating data accuracy.
- Senior-level experience: At least 10 years of programming and analysis experience, including application design, development, testing, debugging, implementation, maintenance and support.
- Strong analytical, problem-solving, decision-making, communication and interpersonal skills.
- Development tools: Visual Studio, Visual Studio 2022 or later, Azure DevOps and Windows operating systems.
- Experience with IIS environments, including IIS 6.0, 7.0 and 7.5.
- Web development: Experience with HTML 4 and 5, Bootstrap 4 or later, CSS/CSS3, JavaScript and jQuery.

Preferred Qualifications
- Additional GeoTalent and Learning Management System development experience.
- Experience with Sax Basic, Sax Basic macros and SCORM.
- Experience with .NET Framework 2.0 through 4.5, Telerik UI for Blazor and the Fluent library.
- Experience with iText .NET libraries, particularly iText 5, and development of PDF/UA documents.
- Experience developing Internet-ready applications, middleware, gateways and installation scripts.
- Experience with application conversion, migration and post-implementation support.
- Knowledge of rapid application development methodologies and Information Management principles.
- Knowledge of AODA and related accessibility standards and regulations.
- Experience preparing user and system documentation, conducting technical design walkthroughs, and validating data and reports.

- Experience using SQL for information retrieval.
