Job Description
VDOT ITD Tolling is seeking an Azure Cloud Engineer to join the Engineering and Operations team. The role combines Azure cloud engineering, application support, operational troubleshooting, and rotational help-desk support for the Tolling group.
The engineer will maintain and improve Azure infrastructure supporting tolling applications, roadway data, financial transactions, integrations, reporting tools, API gateways, Azure Virtual Desktop, Application Insights, Office 365, and related services.
Cloud Operations and Engineering
- Implement, maintain, and optimize cloud resources within the Tolling Azure environment.
- Ensure compliance with Virginia government requirements for security, identity and access management, network controls, and cost governance.
- Maintain infrastructure documentation, naming conventions, tagging standards, topology diagrams, and cloud governance artifacts.
- Support access reviews, role assignments, and least-privilege evaluations.
- Manage vendor-required updates and verify system compatibility.
- Design and implement fault-tolerant and highly available Azure solutions.
Monitoring, Troubleshooting, and Diagnostics
- Monitor Azure services and application workloads to maintain uptime and availability.
- Troubleshoot connectivity, access, security, performance, and service-degradation issues.
- Use Azure Monitor, Log Analytics, logs, metrics, and traces to perform diagnostic investigations.
- Analyze and tune infrastructure and application performance.
Operational Support
- Participate in daily and weekly operational activities, including pattern monitoring, incident reviews, and maintenance readiness checks.
- Triage production issues, drive timely resolution, and document root-cause findings.
- Support scheduled or emergency off-hours work as required.
- Prepare change requests, implementation plans, and rollback procedures.
Technical Development and Compliance
- Understand end-to-end data flows across tolling systems, roadway sensor data, financial transactions, and reporting platforms.
- Support the optimization of integrations and data movement.
- Apply PCI and other regulatory requirements when evaluating system behavior, security controls, and logging practices.
- Manage Key Vaults, passwords, certificates, and secure credential-storage solutions.
Collaboration and Communication
- Work with architects, engineers, managers, vendors, and cross-functional teams to use Azure services effectively.
- Provide guidance and best practices across SaaS, PaaS, and IaaS solutions.
- Communicate technical requirements, design concepts, issues, and recommendations clearly in writing and verbally.
- Support multiple concurrent projects with complex technical scopes.
Requirements
Required Qualifications
- At least 3 years of experience administering or engineering Microsoft Azure services.
- At least 3 years supporting VDOT or E-ZPass Virginia tolling applications, infrastructure, and cloud workloads, including diagnostic work involving transaction flows, roadway sensor data ingestion, and application performance tuning.
- Bachelor’s degree in computer science, information systems, or a related field, or equivalent experience.
- At least 5 years of experience working in Microsoft Windows environments, preferably Windows Server 2019 or later.
- At least 2 years of experience with server infrastructure, network protocols, firewalls, certificates, and load balancers.
- At least 2 years of experience with networking, server administration across Windows and/or Linux, databases, and cloud environments.
- At least 2 years of experience implementing Rubrik backup and recovery for Azure IaaS and PaaS, including policy configuration, snapshot lifecycle tuning, and disaster-recovery validation.
- At least 2 years of experience administering SecretServer privileged-access vaults, including credential rotation, workflow troubleshooting, and Azure workload integration.
- At least 2 years of scripting experience using PowerShell and/or Python.
- At least 1 year of experience with Office 365 and Power Apps.
- At least 1 year of experience with single sign-on and identity administration, including Microsoft Entra ID.
- At least 1 year of experience with PCI or similar compliance frameworks.
- At least 1 year of experience applying enterprise governance models.
- Ability to create network and system topology documentation.
- Experience with Azure Virtual Desktop.
- Ability to communicate technical requirements and design concepts clearly.
Preferred Qualifications
- Experience with continuous integration and development tools such as Azure DevOps, Jenkins, Git, or TFS.
- Experience with Infrastructure as Code tools, such as Terraform or equivalent.
- Experience with containerization technologies, including Docker and Kubernetes.
- Experience with Azure Key Vault, secrets management, and certificate management.
- Azure certification, such as AZ-104, AZ-305, or an equivalent credential.
Additional Information
- The position requires a fingerprint-based background check.
- Continued education is expected at the contractor’s own expense to maintain current knowledge of VDOT technologies.
- The role may require participation in rotational help-desk support and off-hours operational activities.
