Job Description
The Senior Programmer / Team Lead will support the maintenance, development, and production operations of South Carolina DMV’s Phoenix core business system, which supports driver, vehicle, and traffic-violation processing requirements.
Phoenix is a Windows-based client-server application using COBOL for the back end, Oracle SQL for data management, and .NET for the user interface. The role is part of the SCDMV COBOL development team and reports to the COBOL Development Manager.
Key responsibilities include:
- Analyze the Phoenix system and assigned development or modification tickets.
- Lead the analysis of issues and propose effective technical solutions.
- Work with business units to define business requirements and translate them into technical specifications.
- Obtain business approval of specifications and ensure delivered functionality meets documented requirements.
- Design, code, test, promote, and implement system changes.
- Provide Level 3 production support for the Phoenix system.
- Communicate with impacted users throughout the development and implementation process.
- Provide daily and weekly project status updates to the Development Manager and business analysts.
- Lead, mentor, and guide technical team members as needed.
Requirements
- At least 6 years of experience with Visual COBOL and/or Micro Focus COBOL.
- Working knowledge of Visual COBOL V9.
- At least 10 years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
- At least 5 years of experience leading technical software development teams through system planning and deployment.
- At least 10 years of experience coding and testing complex COBOL business systems using Oracle SQL in a Windows client-server environment.
- At least 5 years of experience providing Level 3 production support.
- At least 5 years of experience serving as the primary technical contact for business units, including developing and reviewing business and technical specifications.
- At least 10 years of experience with systems analysis, design, coding, testing, debugging, implementation, and modification of existing systems.
- Ability to work independently and effectively lead technical work and personnel.
- Strong written and verbal communication skills, including the ability to communicate with users, vendors, staff, and management.
- Ability to plan, define, direct, instruct, and review project work.
Preferred Qualifications
- Experience with Oracle 19 or later SQL.
- Familiarity with Microsoft Visual Studio .NET and C#.
- Experience working in a government agency or governmental environment.
- Visual COBOL technical certification.
- Bachelor’s degree in Computer Science or a closely related discipline, preferably combined with approximately 10 years of relevant experience.
Additional Information
- Work arrangement: Hybrid. The training period is expected to be primarily or fully onsite. After training, up to two remote days per week may be discussed with the hiring manager.
- Candidate location: Applicants must currently reside in South Carolina, North Carolina, or Georgia.
- Security requirement: CJIS information security certification is required; the SCDMV will sponsor the certification.
- Project: Phoenix Infrastructure and MCS.
