Job Description
The State of South Carolina Department of Revenue is seeking a Systems Software Programmer – Project Lead to support complex technology solutions within a secure, multi-layered environment.
The role will focus on the implementation, development, support, and optimization of Power BI and OnBase solutions, including reports, dashboards, analytics, workflows, templates, document management processes, data transformations, and related system components.
- Analyze existing systems and develop logic for new applications and enhancements.
- Design, code, test, debug, document, and deploy software solutions throughout the SDLC.
- Configure system settings, user permissions, workflows, and application components based on business requirements.
- Develop system specifications and obtain approval for technical and programming documentation.
- Plan and execute unit, integration, and user acceptance testing.
- Support application deployments and migrations across Development, QA, and Production environments.
- Follow secure web programming, coding, automation, continuous integration, and testing best practices.
- Collaborate with internal teams and vendors on architecture, performance, reliability, and content delivery.
- Troubleshoot backup, recovery, software, and equipment issues and recommend appropriate solutions or workarounds.
- Perform system upgrades and stay current with computer, network, and software technologies.
- Prioritize technical issues, manage resolutions within service levels, and maintain accurate Helpdesk records.
- Provide technical guidance and mentorship to junior developers and support small application teams.
- Promote information security awareness and comply with organizational security guidelines.
- Communicate effectively with technical teams, management, vendors, and business users.
- Manage multiple priorities, provide stakeholder updates, identify process improvements, and deliver strong customer service.
- Participate in a shared 24/7 on-call rotation.
Requirements
Education and Experience
- Bachelor’s degree in information technology, computer science, or a related field, plus four years of relevant information technology experience.
- 10 or more years of software development experience across the full Software Development Life Cycle.
- 10 or more years of experience working in State Government environments.
- At least five years of hands-on Power BI experience.
- At least five years of hands-on OnBase experience.
- At least five years of development, design, and coding experience with HTML, jQuery, JavaScript/JScript, and VB.
- At least five years of experience working with Agile methodologies.
- At least five years of hands-on experience with SQL and SSIS.
Preferred Qualifications
- Knowledge of business processes and business analysis.
- Understanding of Electronic Document Management System fundamentals and design.
- Experience working with cloud-based solutions.
- Industry certifications in Microsoft technologies, Power Platform, project management, or related fields.
