Job Description
The Ontario Public Service’s Government Services Integration Cluster is seeking a Senior Software Developer – CRM / Technical Lead to provide hands-on technical leadership for enterprise CRM and case-management solutions.
The successful candidate will lead solution architecture, development, integrations, deployments, production support, and technical delivery using Microsoft Dynamics 365, Power Platform, Dataverse, Azure, and .NET technologies. The role requires prior experience as a Lead Microsoft Dynamics Developer and the ability to balance technical leadership with hands-on software development.
Key Responsibilities
- Lead, mentor, coach, and provide technical guidance to development teams.
- Design, develop, configure, and implement Microsoft Dynamics 365 Customer Service and Case Management solutions.
- Build solutions using Power Apps, Power Automate, Power Pages, and Microsoft Dataverse.
- Work with Dynamics 365 Customer Service Workspace, Agent Experience Profiles, Session Templates, Workstreams, and Routing.
- Design scalable and secure enterprise solutions using Dynamics 365, Power Platform, Azure, and Dataverse.
- Create conceptual, logical, physical, and detailed solution architecture designs.
- Design and implement complex integrations using REST APIs, Web APIs, custom connectors, plugins, and enterprise integration patterns.
- Support permit, licensing, registration, inspection, compliance, and case-management processes, including intake, approvals, issuance, renewals, amendments, inspections, and document generation.
- Develop enterprise applications using C#, .NET, ASP.NET, .NET Core, Entity Framework, JavaScript, TypeScript, SQL Server, and Azure SQL.
- Develop and consume REST and Web APIs.
- Use Azure services such as Functions, Logic Apps, API Management, App Services, Storage, Key Vault, and Azure SQL.
- Implement Azure DevOps and GitHub processes, CI/CD pipelines, automated deployments, source control, testing, and release management.
- Manage development environments, large-scale deployments, production troubleshooting, and ongoing application support.
- Conduct code reviews and establish development standards, security controls, and secure coding practices.
- Coordinate developers, testers, business analysts, architects, subject matter experts, and stakeholders.
- Translate business requirements into technical designs, implementation plans, and delivery solutions.
- Prepare technical documentation, architecture artifacts, implementation plans, and knowledge-transfer materials.
- Work within Agile/Scrum environments and manage risks, dependencies, priorities, and technical challenges.
- Use Microsoft Copilot, AI Agents, generative AI, and LLM technologies to improve development, testing, automation, and delivery.
Requirements
Mandatory Qualifications
- At least 7 years of software development and enterprise application delivery experience.
- At least 5 years of experience implementing Dynamics 365 and Power Platform solutions, including Azure solution design.
- Previous experience as a Lead or Technical Lead Microsoft Dynamics Developer.
- Hands-on experience with Dynamics 365 Customer Service and Case Management.
- Strong experience with Power Apps, Power Automate, Power Pages, and Microsoft Dataverse.
- Dataverse experience covering data modelling, table relationships, security, business rules, data integration, migration, plugins, and workflows.
- Experience with Dynamics 365 Customer Service Workspace, Agent Experience Profiles, Session Templates, Workstreams, and Routing.
- Experience with both low-code and custom Dynamics 365 development.
- Strong Azure experience, including Azure Functions, Logic Apps, API Management, App Services, Storage, Key Vault, and Azure SQL.
- Strong experience developing custom Web APIs, REST APIs, and enterprise integrations.
- Experience with C#, .NET, ASP.NET, .NET Core, Entity Framework, JavaScript, TypeScript, SQL Server, and Azure SQL.
- Experience with Azure DevOps, GitHub, CI/CD pipelines, automated deployments, and release management.
- Experience creating high-level and detailed solution architecture and design artifacts.
- Experience leading Agile/Scrum development teams and mentoring developers.
- Strong SDLC, software engineering, design pattern, and secure coding knowledge.
- Strong stakeholder communication skills and the ability to translate business requirements into technical solutions.
- Experience delivering solutions in large enterprise or public-sector environments.
- Ability to combine hands-on development with technical leadership and architecture responsibilities.
- Experience using AI technologies such as Microsoft Copilot, AI Agents, or LLMs to improve productivity and solution delivery.
Preferred Qualifications
- Previous Ontario Public Service, OPS, or broader public-sector experience.
- Experience delivering permitting, licensing, registration, inspection, compliance, or case-management solutions.
- Experience supporting complex government or enterprise business processes.
- Experience with modernization and cloud transformation initiatives.
