Job Description

Zenfreed is seeking a senior-level Application Data Developer with 8+ years of experience supporting enterprise applications in an Oracle database environment. The successful candidate will be a key member of a technology team responsible for supporting agency applications and data services.

This role will design, develop, and maintain database structures, PL/SQL code, and data integrations that enable secure, efficient, and accurate data flow across assigned systems. Responsibilities include data modeling, ETL development, data migration and conversion, and integrating agency data with vendor-hosted and commercial off-the-shelf (COTS) solutions.

The Application Data Developer will collaborate with Data Architects, Database Administrators, application support teams, and vendors to design, test, deploy, troubleshoot, and optimize data structures and processes. The role requires strong technical expertise, problem-solving skills, and the ability to exercise independent judgment while supporting both project and maintenance activities.

Requirements

• 8+ years of experience supporting enterprise applications and data services.
• Advanced Oracle PL/SQL development experience, including packages, procedures, and functions.
• Experience using Oracle development tools such as Toad or SQL Developer.
• Experience designing, creating, and maintaining Oracle database objects, including tables, views, indexes, triggers, and constraints.
• Knowledge of logical and physical data modeling and database normalization.
• Experience with data analysis, data quality, metadata management, and data integrity.
• Experience developing and integrating SOAP and/or REST web services.
• Experience with database programming for data migration and data conversion.
• Experience supporting or integrating vendor-hosted or COTS systems.
• Ability to troubleshoot data issues, identify root causes, and implement corrective solutions.
• Experience collaborating with Data Architects and DBAs on performance tuning, code reviews, and database best practices.
• Strong communication, technical documentation, planning, estimation, and problem-solving skills.
• Bachelor’s degree required.

Location and Work Schedule

• Hybrid position; remote-only work is not available.
• Must be onsite from the first day, two days per week.
• Tuesdays and Wednesdays are required onsite days.
• Local candidates are strongly preferred.
• Non-local candidates must be willing to relocate at their own expense upon acceptance and follow the required hybrid schedule without delays.
• Typical working hours are Monday through Friday, approximately 8:00 a.m. to 5:00 p.m.

Additional Requirements

• Must be authorized to work in the United States.
• Sponsorship is not available.
• Employment is contingent upon successful completion of a background check and drug screening.

Employment Terms

• W2 employment.
• 40 hours per week.
• Hybrid schedule with required onsite work Tuesdays and Wednesdays.
