    in the evaluation of the potential suitability of the environmental impact assessment
    procedure described in the 2002 Environmental Impact Assessment Law of Afghanistan as a
    substitute for the environmental impact assessments mandated in Section 54 [2] and the
    Projects Outside Canada Regulations of the Canadian Environmental Assessment Act
