    This project involves the procurement of consultancy services to develop the SIKD (Sistem Informasi Keuangan Daerah) Next Generation application, specifically the Non-Physical Special Allocation Fund (DAK) submodule for teacher-related allowances: Teacher Professional Allowance (TPG), Special Allowance (TKG), and Additional Income Allowance (TAMSIL) for civil servant teachers (PNSD).

    The background for this project is based on the need to improve reporting efficiency, data integration, and ease of use for local governments in line with Regulation of the Minister of Finance No. 204/PMK.07/2022. The existing application (Aladin) requires modernization due to regulatory changes and limitations in available technical resources.

    The objectives are:

    To provide an integrated and user-friendly web application using Python and Django.

    To support data reporting, monitoring, verification, and distribution recommendation processes for non-physical DAK.

    To integrate with other government systems such as SIMTRADA, SIMBAR (Ministry of Education), and other external data sources.

    The scope of work includes:

    System and database design.

    Development of submodules and features including dashboards, pagu (budget) management, report management, monitoring, verification, external data interconnection, and distribution recommendations.

    Vulnerability testing, documentation, and knowledge transfer.

    Maintenance and technical support post-delivery.
