Job Description

Under the general supervision of the Director of the Office of Communications and Legislation, this position manages and produces major publications generated by the Department of Employee Trust Funds, leading the production of various graphic arts communication materials and projects. Responsibilities include managing the Department Forms and Printing Program, reviewing and editing various publications such as forms, brochures, and letters. The role requires accuracy, initiative, independence, and expertise in graphic arts design, along with extensive knowledge of current techniques for developing and producing complex publications affecting participants in the Wisconsin Retirement System (WRS) and local and state public sector employers. Strong verbal and written communication, organization, and editing skills are essential.

Requirements

Top Skills & Years of Experience:

  • Forms design, composition, requirements, and editing techniques.
  • Forms analysis and research techniques.
  • Knowledge and experience with graphic arts and forms design computerized software (e.g., Adobe Creative Suite, InDesign, and MS Office Suite: Word, Excel, and Access).
  • Knowledge of the printing and graphic arts industries, including preparing prepress electronic files, printing techniques, and purchasing materials for reproduction.
  • Knowledge of various file formats used in document design for offset and digital printing or publishing on websites.
  • Extensive knowledge of oral and written communication skills.
  • Extensive knowledge of PC capabilities and applications.

Additional Information

Responsibilities are further divided into goals which include:

  • Management of internal and external publications, coordinating department-generated publications, and ensuring consistency and accuracy in design and content.
  • Design and production of Department forms and publications in collaboration with other Publications Editors, utilizing graphic arts design software.
  • Management and improvement of a forms control and management program, ensuring adherence to standards set by the State Public Records Board.
  • Management of the Department’s printing program and the procurement of forms, including evaluating printing contracts for cost-effectiveness and quality.
  • Development of skills through leadership, training, education, and miscellaneous functions, serving as the forms and publications specialist and representing the Department in various committees and councils.
