Job Description

The South Carolina Department of Public Health (S.C. DPH) is looking for a Systems Software Programmer - Consultant to join their team as part of efforts to modernize financial and administrative systems associated with Human Resources, supported by the Office of Information Technology. This new position focuses on Public Health Financial and Administrative systems, requiring technical staff to design, develop, and implement system software using the Angular framework and support DevOps practices. The role is critical for aligning technical solutions with current business needs, ensuring compliance with regulatory requirements, and maintaining business continuity.

Requirements

Required Skills

  • 3+ years of experience developing modern web applications using PrimeNG, TypeScript, JavaScript, HTML, and CSS
  • 3+ years of experience developing RESTful APIs and backend services using ASP.NET Core
  • 3+ years of experience with Microsoft SQL Server, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
  • 3+ years of experience with DevOps practices
  • 5+ years of experience with manual and automated system testing throughout the software development lifecycle (SDLC)
  • 3+ years of experience creating technical documentation
  • Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA)

Preferred Skills

  • Experience with industry-standard information security practices such as NIST, HIPAA, or CJIS
  • Experience with IT implementation projects
  • Experience with Power BI or supporting data pipelines for reporting and analytics
  • Familiarity with infrastructure or cloud technologies such as Azure
  • Experience with SharePoint or collaborative content-management platforms

Education

Bachelor’s or Master’s Degree in a relevant field of work or equivalent work experience

Job Duration

12 months with a possibility of extension

Remote Work Policy

One day a week after one month of employment

Pre-employment Checks

Credit (7-year history), Criminal background check (7-year history), E-Verify, Confidentiality Agreement, Business Associate Agreement

Payment and Compensation

Max bill rate of $110.00 with no additional charges accepted (such as travel, employee benefits, etc.)

Interview Process

An initial round of interviews will be conducted by an interview panel, with potential for a second round if necessary. Candidates will be notified of interview times after the closing date.

Additional Information

Contractors must be onsite throughout the term of the contract and are expected to adhere to agency IT standards, policies, and procedures. All source code and other developed assets will be the sole property of the South Carolina Department of Health and Environmental Control.
