Job Description

Position: Systems Software Programmer – Project Lead

The South Carolina Department of Revenue (SCDOR) is seeking an experienced Systems Software Programmer to support technology initiatives in a highly secured, multi-layer environment. The role will focus on Power BI and OnBase implementation, development, maintenance, and optimization.

Reporting to a functional manager, the contractor will help ensure the stability and integrity of data and server services through monitoring, maintenance, support, troubleshooting, and infrastructure optimization. The position includes shared 24/7 on-call responsibilities.

Key Responsibilities

  • Design, develop, and implement Power BI and OnBase models, workflows, templates, reports, dashboards, analytics, data transformations, components, and permissions.
  • Analyze existing applications and develop logic for new systems, including flowcharts, coding, testing, and debugging.
  • Prepare and obtain approval for system and programming documentation.
  • Configure system settings and options and plan and execute unit, integration, and acceptance testing.
  • Develop system specifications that meet business and user requirements.
  • Support application deployments and migrations across Dev, QA, and Production environments.
  • Follow secure web programming, coding, testing, automation, and continuous integration best practices.
  • Collaborate with internal teams and vendors to support sound site architecture, performance, reliability, and content delivery.
  • Troubleshoot technical issues involving backup configuration and recovery and develop workarounds when necessary.
  • Perform equipment and software upgrades and maintain knowledge of current computer and network products.
  • Provide feedback on product issues, enhancements, and new features.
  • Manage support issues through accepted service levels, including timely Helpdesk updates and stakeholder communications.
  • Mentor junior developers and contribute to team knowledge-sharing.
  • Promote information security and comply with organizational policies and guidelines.
  • Perform additional duties and special projects as assigned.

Requirements

Required Experience and Technical Skills

  • 10 or more years of software development experience across the full software development lifecycle.
  • State government experience; the primary requirements list 10 or more years.
  • At least 5 years of Power BI experience.
  • At least 5 years of OnBase experience.
  • At least 5 years of experience with HTML, jQuery, JavaScript/JScript, and VB development, design, and coding.
  • At least 5 years of experience using Agile methodology.
  • At least 5 years of experience with strong SQL and SSIS skills.
  • Experience with application development, testing, deployment, migrations, and secure web programming.
  • Strong business analysis, architecture, implementation, troubleshooting, and problem-solving skills.

Education

  • Bachelor’s degree in information technology systems, computer science, or a related field.

Preferred Qualifications

  • Hands-on knowledge of business processes.
  • Familiarity with Enterprise Document Management System (EDMS) fundamentals and design.
  • Hands-on experience with cloud-based solutions.

  • Experience mentoring or leading small application development teams.
