Visual Novel & Beat 'em up Game Estimate

Hello, currently I’m working on a project that it would like to get some estimates for. I need someone to either write a script or program for Game Maker Studio 2. The game is a visual novel and beat 'em up mix that has quick time events that happened narratively and action. We’re players can explore the story as a Visual Novel and then go to stages or have events suddenly happened as a Beat 'em up. Additionally put into the game a trust meter for the characters that accumulates overtime points depending on the player’s choices of dialogue. Having also upgradable movesets for the fighting portion of the game. Having the ability to unlock characters and play through different Pathways of characters. I don’t need any of the assets itself such as Sprite or animations. I just need the foundation to be able to plug everything into. I’m just trying to figure out what would be the estimate cost to undertake a project such as this.
