Job Description
The Find My Ride Schedule system is an application used for scheduling transportation for citizens in need within the Commonwealth. It is transitioning to PennDOT’s Bureau of Public Transit control and being recoded to replace an external vendor-hosted system built with Ruby on Rails and hosted on AWS. The revised application will be re-platformed to .NET and Angular on Azure hosting services. Phase 1 has been completed, which includes an as-is transition to Azure cloud services. Subsequent phases will port existing functionality to .NET and Angular with added business requirements.
Candidates will work under the direction of the project’s Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements.

Skills
Required: 8+ Years
- .NET Core and C# for building backend services and applications
- ASP.NET, ASP.NET MVC or ASP.NET Core for building web applications
- PostGres Database PostGres GIS
- APIs and Integration, RESTful APIs, microservices, and event-driven architecture
- Testing frameworks: XUnit/NUnit; Prefer: Jasmine and Karma
- ORM, such as Entity Framework and Dapper
- Experience with Esri ArcGIS solutions for integrated mapping and location functions
- Cloud services implementation in .NET: Azure Function, Azure Queue, Azure Storage, Azure container registry, Key Vault
- Front-End: HTML, CSS, JavaScript; Prefer: prior experience with jQuery and Bootstrap
- Angular with recent experience with Angular 14 or greater
- Tools: Visual Studio (recent experience in VS2022 and VS Code), Azure DevOps/Git
Knowledge and Experience
- Knowledge of responsiveness and mobile-first development
- Knowledge of Design Patterns and Solid principles
- Knowledge of digital accessibility and disability inclusion
- Knowledge of regulations related to digital accessibility (e.g., Section 508, ADA)
- Knowledge of WCAG 2.1 AA requirements
- Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS, Android)
- Experience applying WAI-ARIA authoring guidelines and best practices
- Experience optimizing for the accessibility features of the platform (HTML, iOS, Android)
- Experience developing digital products that comply with accessibility standards
Preferred Qualifications
- Experience incorporating accessibility tests into the development process
- Experience building digital products where compliance with accessibility standards is part of “definition of done”
Work Details
- Work hours are Monday – Friday, 8:00 am – 5:00 pm, excluding state holidays for a maximum of 40 hours/week. Lunch is from 12:00 – 1:00. The contract assumes an additional 80 hours of unpaid leave in addition to the above per state fiscal year.
- Work location is primarily remote; however, selected candidates will be required to report in person for an interview at PennDOT’s offices and may need to report for onboarding and occasional meetings or training.
- Selected candidates must provide a completed PATCH check and work authorization done at vendor expense prior to engagement.
- On-site work location is a secured floor. Engaged candidates must bring a check or money order for $20 payable to the Commonwealth of Pennsylvania on the first day of work to pay for a badge.
- The agency does not provide parking.
