In my role as Task Team Lead, I oversaw Simon’s work on two large-scale data science projects, most notably for a city-level global decarbonization analytics project Passenger Transport Emissions Pathways (PATH), and a computer-vision-based road safety impact evaluation in Addis Ababa and the development of Vehicle Incidence Detection Algorithm. Simon played a central role in designing and implementing end-to-end data pipelines for a variety of complex applications. In the global decarbonization project PATH, he worked with extremely large and heterogeneous datasets (exceeding 120 TB), integrating proprietary and public data sources such as GPS-trace mobile phone mobility data, population and built-environment indicators, and transport network data. His work required careful attention to scalable data architectures, efficient storage and transformation strategies and parallelized computation. Simon consistently demonstrated strong judgment in balancing methodological rigor with practical constraints. His work in optimizing the data pipeline made it possible to complete the project on time despite the huge amount of data. In parallel, Simon led the data and analytics components and the development of a computer vision analysis tool that was applied in Addis Ababa, the very first application of such a tool in a low-income country setting. He led video data processing using machine learning techniques to extract behavioral and safety-related metrics. He was responsible not only for modeling and data processing, but also for validating results, ensuring data quality and translating technical outputs into clear analytical insights for a broad range of stakeholders. Across projects, Simon showed particular strength in generating actionable insights from data. He initiated and developed monitoring systems and dashboards very quickly that were actively used by technical teams, operational staff and senior decision-makers within the World Bank. His analyses supported high-frequency monitoring, impact evaluation and strategic decision-making in complex policy environments. One of Simon’s greatest strengths is his ability to learn quickly and his eagerness to take on new challenges.
